מרכז שמגר מתארח בשבוע הסייבר - רגולציה של סייבר התקפי

מוזמנים.ות להצטרף אלינו לפאנל שיוקדש לשאלה - כיצד יש לעצב רגולציה של סייבר התקפי?  

סייבר התקפי הפך לאמצעי חיוני בלוחמה בטרור ובפשיעה חמורה, תוך שימוש בחדשנות טכנולוגית לאכיפת החוק ושמירה על ביטחון המדינה. מצד שני, אמצעי סייבר עלולים להתגלות כ"סוס פרא" שעלול לסכן זכויות אדם במרחב הדיגיטלי.  

הפאנל ידון בהיבטים המורכבים והמגוונים של סוגייה זו, שרבים מהם נסתרים מהעין: 

• האם המדינה מסוגלת להסדיר את הפעילות הזו באופן שמאזן בין ההיבטים השונים?  
• האם ניתן לייצר מדיניות אפקטיבית שגם תהיה רלבנטית במימד הבינלאומי?  
• מהי חלוקת העבודה בין חברות פרטיות וממשלות בנושא זה? 

מטרת הפאנל לזהות את הסוגיות העומדות למבחן, ולדון באפשרויות האסדרה המקומיות והבינלאומיות.
